Core Functions of a Program Sponsor:

  • Recruitment, Screening, and Hiring: 
    • Sponsors take the lead in identifying, screening, and hiring apprentices. They may directly undertake these activities or collaborate with employers to fulfill this crucial task.
  • Agreement Development: 
    • Sponsors craft formal agreements with apprentices, outlining essential details such as the program's duration, the specific skills to be acquired, wage progression throughout the apprenticeship, and the framework for equal employment opportunities. These agreements serve as foundational documents that guide the apprenticeship journey for both parties.
  • Compliance Assurance: 
    • Working closely with the California Department of Industrial Relations, Division of Apprenticeship Standards and the Department of Labor (DOL), sponsors ensure that their registered programs adhere to state and federal regulations. This involves meticulous attention to detail in program design, implementation, and reporting to maintain compliance and eligibility for government incentives and support.
  • Equal Employment Opportunity Planning: 
    • Sponsors are responsible for developing and implementing equal employment opportunity plans within their apprenticeship programs. This entails fostering an inclusive and diverse environment that provides equitable opportunities for all participants, regardless of background or demographic factors.
  • Classroom Instruction Coordination: 
    • In addition to on-the-job training, sponsors coordinate the provision of classroom instruction essential for apprentice skill development. This collaboration with educational providers ensures a well-rounded learning experience that combines practical application with theoretical knowledge.
  • Stakeholder Collaboration: 
    • Sponsors engage in ongoing collaboration with various stakeholders, including employers, educational institutions, apprenticeship intermediaries, and regulatory bodies. This collaborative approach fosters synergy and alignment among stakeholders, contributing to the overall success of the apprenticeship program.
  • Continuous Improvement:
    •  Sponsors continuously assess and refine their programs to enhance effectiveness and relevance. They seek feedback from apprentices, employers, and other stakeholders to identify areas for improvement and implement necessary adjustments to optimize program outcomes.
